Knoxville Middle School Building Project
On March 3, 2020, the community of Knoxville voted in favor of a bond that would allow the building of a new Knoxville Middle School (KMS), temporary air conditioning units at the current KMS and Northstar Elementary, and HVAC updates at Knoxville High School (KHS). The new KMS building will be located just to the north of KHS as seen in the map to the right. The two buildings will be connected by gym space. Each building will have its own, sperate student entrance.
The new KMS building will be two stories and embody a 21st Century learning environment. It will be home to two gymnasiums, an indoor walking track, and a new weight room.
The construction on the project began with a ground breaking ceremony on March 24, 2021 and is expected to be completed in the fall of 2022.
All projects listed above will cost approximately $29 million and will be 100% financed through property taxes.

NOTICE TO CONTRACTORS OF THE RECEIVING OF BIDS FOR
KNOXVILLE COMMUNITY SCHOOL DISTRICT MIDDLE SCHOOL ADDITION
NOTICE IS HEREBY GIVEN: Sealed proposals will be received by the Knoxville Community School District, District Offices: 309 W. Main Knoxville, Iowa 50138, until 2:00 p.m. on the 13th day of May 2021 for all labor, materials, and installation for the work at the Knoxville CSD 2021 Synthetic Turf project. Bids will be opened and read aloud at 2:15 p.m. for construction and installation of the following improvements. (no awards will be made at this time)

The Owner reserves the right to reject any or all bids.
Neither the Knoxville Community School District nor its agents will assume liability for the inability of the bidder to submit a bid in a timely manner. Bids received after the deadline will be rejected. Bidders bear full and complete responsibility for the timely submission of such bid. Time of receipt shall be the time recorded and determined by the School District or designee.
The bidder shall include all requested forms and attachments with their submission of the Bid Form; failure to comply may be cause for rejection.
The project is sales tax exempt for materials and certificates will be issued post bid.
All contractors submitting bids for the work represent that they have carefully examined the site and buildings and are familiar with all conditions that may affect the work under the Contract.

The Bidder shall include all requested Forms and attachments with their submission of the Bid Form; failure to comply may be cause for rejection.
Each Bid shall be submitted on the Bid Form provided with the Bidding Documents. Bids shall be addressed and delivered to the Knoxville Community School District (ATTN: District Offices), 309 W. Main Knoxville, Iowa 50138, in a sealed 9 x 12 envelope clearly labeled with the Project Name “Knoxville Community School District Middle School”” and the name, address, and phone number of the Bidder. Any alteration of the Bid Form may be cause for rejection of the bid. No oral, Email, facsimile or telephonic bids or modifications will be considered.
Each Bid shall be accompanied by Bid Security in the amount of five percent (5%) of the total Bid submitted. Bid Security must be in the form set forth in the Instructions to Bidders - Invitation to Bid and be submitted in a separate sealed envelope clearly labeled Bid Security. Bid Security must be in one of the following forms: Certified Check, Cashier’s Check, Certified Share Draft or Bank Draft of Surety Company and approved Bond Form.
The successful Bidder will be required to furnish a Certificate of Insurance and Performance and Labor and Material Payment Bonds both in an amount equal to 100% of the Contract Price and in accordance with other requirements outlined in the Bid Documents.
Should the successful Bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and of the specifications regulating the award, the Bidder’s security may be retained as liquidated damages. No Bidder may withdraw its Bid for a period of forty-five (45) days after the date and hour set for the opening of bids.
AWARD OF CONTRACT:
The Knoxville Community School District will meet at their next board meeting and may take action upon proposals received in accordance with Iowa law and the specifications.
The work shall commence within ten (10) calendar days after the date set forth in written Notice to Proceed and shall be substantially complete August 13, 2021.
The award of contract may be made by the Knoxville Community School District Board of Directors to the lowest, responsive, responsible Bidder meeting the specifications. The right is reserved to reject any or all Bids, or any part thereof, and to waive informalities, and to enter into such contract or contracts as shall be deemed in the best interests of the Knoxville Community School District. The Board reserves the right to defer acceptance of any proposal for a period not to exceed forty-five (45) calendar days after the date bids are to be received.
All bids will be governed by applicable provisions in the Iowa Code and Board Policies.
NOTICE OF PUBLIC HEARING
The Board of Education of the Knoxville Community School District will conduct a public hearing in the Central office Board Room, 309 W. Main Knoxville, Iowa 50138, at 5:30 PM on the 18th day of May 2021 at which place and time any person interested may appear and file objections to the proposed plans, specification form of contract and estimated total of the Knoxville CSD 2021 Synthetic Turf project.
The Project, which is located at 305 Panther Dr, IA 50138, involves the construction activities as required by the Contract Documents, which shall include:

Bidding Documents may be examined at the Superintendent's Office beginning on May 4th ,2021 and may be inspected by all interested parties. All interested parties are invited to attend and speak at the public hearing. Following the public hearing the Board may take action to approve the proposed plans, specifications, form of contract and estimated cost of the Project and Bids received.
